District Convention Reorganization FAQs

1. Why are we having another district convention this year? The State Executive Committee approved amendments to the NCDP Plan of Organization in June 2024 that provide structure for a reorganization process. The NCDP Executive Council voted for district reorganization to be completed ahead of election day so the party is properly organized along the congressional lines used in the November 2024 elections. District officers and committee representatives need to live within the current district lines, so some new officers will need to be elected and existing officers reelected.

2. Why didn't we use the new congressional district lines at the April 2024 convention? Last year NC Republicans released the 2024 gerrymandered congressional maps that were unrepresentative of the people of North Carolina. The DNC delegate selection plan states that gerrymandered lines cannot be used in the DNC delegate selection process. To effectively organize our state and select representative DNC delegates, NCDP had us organize earlier this year using the 2022 congressional district lines because they were more representative of our state.

3. Who are considered delegates to this district reorganization convention? (From NCDP) The following people will have standing to serve as voting members of their county’s delegation to whichever congressional district their voting address is drawn into. i. Any Democrat who serves as a member of a county executive committee pursuant to section 2.01 of the NCDP Plan of Organization. ii. Any Democrat who resides in an organized precinct, as defined in Section 1.02 of the NCDP Plan of Organization, and is a member of that precinct’s precinct committee as defined by section 1.03 of the NCDP Plan of Organization. iii. Any Democrat who resides in an organized precinct and was elected as a county convention delegate at the most recent precinct meeting at which county convention delegates were elected, consistent with section 1.05 of the NCDP Plan of Organization.

4. How do we register, and is there a deadline? Yes, all qualified delegates must register through our Mobilize event page (linked above) to be able to vote. The registration deadline is 11:59 p.m. on September 5.

5. We're really busy canvassing and doing GOTV. Can we keep this brief? Yes, our goal is to quickly conduct the business at hand, which is primarily to elect and/or reelect CD4 officers and representatives to standing committees. If we're able to provide a slate of candidates for approval by acclamation, that will save us from various rounds of voting. If we have contested races, then each ballot period is allowed 10 minutes for voting per NCDP. A tentative agenda is linked under the registration button on this page.

6. What are the weighted county votes for this reorganization convention? Chatham: 48 Durham: 489 Orange: 217 Wake: 280 A county’s votes will be divided equally among the delegates in attendance from that county.

7. What precincts in Chatham County are now part of CD4? • Bynum • East Chapel • East Pittsboro • East Williams • Hadley • North Williams • West Chapel • West Pittsboro • West Williams
